RIPON – Since the beginning of the year, Ripon Unified and other school districts from throughout the state have been handling the lease-leaseback policy under a newly adopted board policy.
This includes a solicitation process for competitive bids along with criteria determining the “best value” per school district.
All this came about from a bill that arose primarily out of recently litigation in Fresno, stemming from allegation of corruption and partiality on the lease-leaseback construction program successfully used for years by school districts.
Gov. Brown signed AB2316 last September, in turn, mandating that each local school district make public policies detailing the lease-leaseback solicitation process for bids.
RUSD just picked CT Brayton & Sons, Inc. for the preconstruction and lease-leaseback services for the Colony Oak Elementary School reconstruction.
“We had five very strong bids that came in (from prequalified firms),” said Caldwell Flores Winter, Inc. senior vice president Scott Burkett at Tuesday’s school board meeting.
Plans call for Colony Oak to be converted into a Science Technology Engineering Math campus, with voter-approved Measure G funds paving the way, replacing the aging portable units with the state-of-the-arts permanent structures.
CT Brayton & Sons also handled the Weston Elementary School remodel – the other Measure G project – of a few years ago.
According to Burkett, the Escalon construction company provided the “best value” to the district under the Request for Proposals process that took place on April 4, and was the highest ranked firm by the selection committee.
Trustees went with the selection committee’s recommendation at Tuesday’s meeting, approving CT Brayton for the Colony Oak reconstruction.
